• Lead the end-to-end development of RFPs and SSAs, including document structure, narrative, and content integration. • Develop standardized procurement content and maintain a centralized repository for future procurements. • Draft high-quality business and technical requirements, RFP content, and Service Level Agreements (SLAs). • Conduct market research and provide insights based on similar procurements in the Medicaid Enterprise System (MES) domain. • Collaborate with stakeholders to gather feedback and refine procurement content. • Develop cost proposals and support cost estimation processes. • Draft evaluation criteria and tools for technical and cost proposals. • Perform quality control and editing for procurement documentation. • Coordinate and support meetings, including agenda preparation, scheduling, and documentation of minutes. • Monitor and improve procurement processes for efficiency and standardization.
