The investigator will use technology and electronic tools to conduct comprehensive interviews with subjects, employers, and references, while also reviewing appropriate records to gather facts. The Business Analyst will support rapid 1–2 month AI engagements by understanding mission needs, identifying high-value AI opportunities, and translating complex business problems into clear technical requirements. The engineer will design, develop, and execute comprehensive test strategies covering functional, integration, regression, performance, security, accessibility, and UAT for the Oracle Fusion Cloud HCM platform. Key tasks include building automated test suites, executing parallel payroll validation, ensuring Section 508 compliance, and coordinating UAT with agency stakeholders.

The engineer will design, build, and sustain integration interfaces connecting Oracle Fusion Cloud HCM to various federal HR systems using Oracle Integration Cloud (OIC) and federal API Management gateways. Responsibilities include engineering bidirectional interfaces, implementing security standards like OAuth 2.0, and developing monitoring dashboards to meet uptime SLAs.

The specialist will design and execute end-to-end data migration strategies to move federal HR data from legacy systems like PeopleSoft HCM and Oracle EBS into Oracle Fusion Cloud HCM. This involves developing ETL/ELT pipelines, performing data profiling, cleansing, and executing iterative migration cycles with parallel payroll validation testing.

The role involves providing technical expertise for ServiceNow development, focusing on the Strategic Portfolio Management (SPM) and Project Portfolio Management (PPM) modules, including developing solutions and performing integration and functional testing. Responsibilities also include collaborating with leadership and teams on process maps, implementing technical solutions iteratively, and managing scripts and workflows.
