Job Description

• Ensure compliance with TCAC, IRS Section 42, and HOME program requirements across assigned properties • Review and approve: Initial, annual, and interim income certifications Verifications of income and assets Rent calculations, utility allowances, and income limit applications • Monitor adherence to: TCAC Regulatory Agreements and Compliance Monitoring Regulations HOME Final Rule (24 CFR Part 92) and local PJ requirements • Prepare, review, and submit compliance reports to: TCAC Local Participating Jurisdictions (HOME) Owners and investors • Support and coordinate: TCAC compliance monitoring reviews HOME program monitoring and on-site audits Investor and lender compliance reviews • Conduct internal file audits and implement corrective action plans for identified findings • Track affordability restrictions, unit set-asides, income targeting, and rent limits • Ensure proper documentation and record retention in compliance management systems • Provide technical guidance and training to site-level staff on TCAC and HOME requirements • Monitor regulatory changes and guidance issued by TCAC, HCD, and HUD impacting compliance • Maintain accurate compliance records and audit-ready files at all times

Job Requirements

  • Minimum 3–5 years of affordable housing compliance experience with TCAC and HOME programs
  • Demonstrated experience with: California LIHTC (TCAC) compliance HOME Investment Partnerships Program
  • Strong working knowledge of: IRS Section 42 TCAC Compliance Monitoring Regulations HOME Final Rule (24 CFR Part 92)
  • Proven ability to independently review tenant files and income calculations
  • Experience supporting TCAC and HOME audits, monitoring visits, and corrective actions
  • Strong organizational skills with the ability to manage multiple deadlines
  • Proficiency in Microsoft Office, particularly Excel and Word
