Job Description
Role Description
We are seeking a highly skilled Human Resource Classification Specialist to provide expert-level support in the development, classification, and maintenance of position descriptions (PDs) for civilian employees. This role ensures compliance with Office of Personnel Management (OPM) standards, Department of Defense (DoD) directives, and agency-specific policies such as the Acqdemo Operations Guide and DAU’s Faculty Plan. The specialist will play a critical role in modernizing and maintaining the agency’s classification infrastructure, including the overhaul of a significant backlog of PDs and the ongoing creation of new ones.
Essential Functions:

Position Description Development & Review
- Create, review, and revise position descriptions (PDs) across various occupational series and grade levels.
- Overhaul approximately 300 backlog PDs and produce an average of 10 new PDs monthly.
- Ensure PDs are properly structured to support appropriate security clearance levels using the DoD Position Designator Tool (PDT).

Classification Compliance & Standards Application
- Classify PDs in accordance with Office of Personnel Management (OPM) standards, Acqdemo Operations Guide, and DAU Faculty Plan.
- Determine correct pay category, occupational series, title, and grade level.
- Assign accurate Fair Labor Standards Act (FLSA) codes to each PD.

Advisory & Consultation Services
- Provide expert guidance to managers on classification options, including accretion of duties, position reviews, and person-in-job impacts.
- Advise on classification appeals, regulatory compliance, and workforce strategy.
- Offer recommendations for effective position management and organizational structure.

Audit & Evaluation
- Conduct desk audits to assess duties and responsibilities.
- Analyze complex classification issues and recommend authoritative solutions.
- Document classification decisions, rationale, and impact of design duties.

Policy Interpretation & Recommendations
- Interpret HR regulations, policies, and procedures related to classification and position management.
- Recommend updates to ensure alignment with evolving federal standards and agency needs.
- Apply innovative solutions to address classification challenges.

Data Management & Documentation
- Maintain and monitor the Master Record Number database.
- Ensure all classification files are complete, accurate, and properly documented.
- Participate in HR team meetings to support classification and staffing strategies.
Qualifications
- US Citizen
- Bachelor’s degree
- Extensive knowledge of OPM classification standards and federal HR regulations
- Experience with DoD classification tools and systems, including PDT
- Familiarity with Acqdemo and DAU-specific HR policies
- Strong analytical, communication, and advisory skills
- Ability to manage large volumes of PDs and meet monthly creation targets
- Experience conducting desk audits and advising on appeals and compliance
