Role Description

The Manager of Operations-Level Funded Quoting is responsible for leading the Level-Funded quoting function within the Level-Funded Center of Excellence. This role ensures accurate, timely, and compliant delivery of Level-Funded quotes across multiple carriers and markets while maintaining high standards of quality, consistency, and service.

  • Provide day-to-day leadership to Level-Funded Quoters.
  • Drive standardization of quoting practices.
  • Partner closely with Workforce Analyst, Sales, Underwriting, and Carrier partners to ensure efficient throughput and exceptional client outcomes.

Qualifications

  • High school diploma or equivalent required.
  • Prior leadership experience in group benefits quoting, underwriting, or specialty insurance operations.
  • Strong knowledge of Level-Funded, self-funded, or alternative funding arrangements.
  • Experience managing quoting workflows across multiple carriers and markets.
  • Proficiency with CRM and quoting systems, preferably Salesforce.
  • Excellent communication and stakeholder management skills.
  • Strong analytical and problem-solving abilities.
  • Relevant coursework or certifications in business, operations or insurance preferred.
  • 3-5+ years of experience in employee benefits, health insurance, or 5+ years in a related area within the insurance industry ideally in quoting, underwriting or service delivery functions.
  • 3-5+ years in operations with proven experience leading teams or overseeing day-to-day activities.
  • Proven experience managing team operations and client-facing service delivery.
  • Working knowledge of workforce planning and resource allocation to meet performance standards and support departmental objectives.
  • Prior experience managing on-site, remote, seasonal and external vendor staff preferred.
  • Strong organizational and critical thinking skills to manage team priorities, resolve moderately complex issues and ensure operational continuity.
  • Communicates effectively across functions and provides coaching to support team performance and collaboration.
  • Demonstrated ability to lead and deliver multiple customer-focused projects while balancing cost, timelines and resource constraints.
  • Proven ability to foster employee engagement and support development through regular feedback, performance management and team-building efforts.
  • Proficient in the use of CRM, automation tools and business intelligence (BI) dashboards to monitor team performance and drive operational efficiency.
  • Experience scaling or operating within a Center of Excellence model preferred.

  • Ensure quotes are accurate, complete, and aligned with carrier underwriting guidelines and market requirements.
  • Establish clear expectations for quality, turnaround time, and documentation standards.
  • Monitor individual and team performance against service level expectations.
  • Serve as an escalation point for complex or high-risk quoting scenarios.
  • Partner closely with the Workforce Analyst to manage inventory flow, prioritization, and capacity planning.
  • Collaborate with Sales to align quoting strategy with client objectives.
  • Act as a liaison between quoting teams and carrier partners to resolve issues and clarify requirements.
  • Communicate quoting trends, risks, and capacity constraints to leadership.
  • Support cross-functional initiatives tied to process improvement and standardization.
  • Review complex or non-standard quotes for accuracy, competitiveness, and compliance.
  • Identify recurring errors, gaps, or inefficiencies and implement corrective actions.
  • Manage escalations related to quoting delays, carrier feedback, or underwriting outcomes.
  • Ensure proper documentation and audit readiness across all quoted cases.
  • Use quality insights to inform training and coaching priorities.
  • Maintain deep expertise in Level-Funded products, carrier offerings, and underwriting methodologies.
  • Stay current on market conditions, carrier appetite, pricing trends, and regulatory requirements.
  • Guide the team in selecting appropriate carriers and structuring competitive quoting strategies.
  • Translate market intelligence into actionable guidance for Sales and Account teams.
  • Proven people leader with the ability to motivate, coach, and develop technical talent.
  • Comfortable making decisions in complex and fast-paced environments.
  • Balances speed, accuracy, and risk in operational decision-making.
  • Builds trust and credibility across teams through consistency and expertise.
