The Office of Civil Legal Aid (OCLA) is an independent judicial branch state agency, created with the understanding that the provision of legal aid services to indigent persons is an important component of the state’s responsibility to provide for the proper and effective administration of justice. The mission of the Office of Civil Legal Aid is to secure, invest and oversee the use of public funding for civil legal aid to low-income people in Washington State and to ensure accountability for public funds dedicated to the purpose. Since 2005, OCLA has administered and overseen general civil legal aid in Washington. The agency supports numerous other programs including legal aid to victims of crime and domestic violence, children in foster care, kinship caregivers, indigent tenants facing eviction, and individuals reentering society following completion of their terms of incarceration.

Role Description

This position will receive and assign public records requests, conduct record audits, and utilize their strong interpersonal skills when working alongside the agency Public Record Coordinators.

  • Receive and interpret public records requests from public and private citizens for the Department.
  • Assign public records requests to program FRA2/3 known as Public Records Coordinators.
  • Review program-level Forms and Records Analysts 2/3 known as Public Records Coordinators records productions for quality, relevance, and consistency.
  • Conduct high volume records review to ensure quality and adequacy of search and records production.
  • Serve as liaison between Department and public and private citizens via direct communication and response with requested records.
  • Analyze and interpret case law, statutes, and administrative rules for application of exemptions to records with potential sensitive information.
  • Consult with PRO, AGO, management, Public Records Coordinators, and program staff in the management of public records requests, optimize searches to mitigate legal risk and improve search efficiency.
  • Work with the Public Records Officer to design response and appropriate workflow and search for complex or high-risk public records requests.
  • Consult with affected programs to provide advice and guidance on PRA compliance.
  • Interpret language of public records request to determine search terms for agency-wide electronic records search.

Qualifications

  • Associate’s degree and two (2) years of experience with public records requests or discovery for large organization
  • High school diploma and four (4) years of experience with public records requests or discovery for large organization
  • Strong understanding of the Washington State Public Records Act (RCW 42.56)
  • Excellent written and oral communication skills including clear and professional memorandums, emails, letters and other correspondence to the public, staff and legal counsel
  • Ability to maintain confidentiality working with sensitive and personal information
  • Proficiency with computer software programs, including Word, Excel, Access Database, SharePoint, Outlook, Adobe Pro and the ability to maintain databases
  • Ability to conduct proactive and defensible electronic record searches leveraging Boolean search parameters
  • Demonstrated ability to creatively solve problems and ensure project deadlines are met

Requirements

  • Employee must obtain Level 4 CJIS certification, which includes fingerprinting and background check

Preferred Qualifications

  • Two (2) years dedicated experience performing legal analysis
  • Experience conducting legal research and analyzing policies, laws, rules, or regulations or comparable combination of education and professional experience
