This position is responsible for directing a project team in the execution of all project controls processes and systems on a major project or a number of smaller projects. Under limited supervision, will perform the more complex aspects of project control activities, ensuring that all project control activities such as project administration, change management, project estimating, cost management, earned value management, and schedule management are executed in a timely fashion and in accordance with all company standards and contractual requirements. May be in a lead position on assigned projects. Responsible for the development of scope, schedule, budget, earned value and estimate to complete data for assigned tasks. Lead in the creation of Work Breakdown Structures (WBS) and development of schedules and budget data (including resource loading) for those WBS elements. Analyze cost data to minimize project losses and ensure defendable estimate to complete projections. Assemble and compile schedule and cost data for project control database. Analyze schedule progress and performance, identify developing problem areas, and maintain checks and balances with project management team. Estimate accurate completion time of assignments and coordinate with project team. Read and interpret design drawings and perform quantity survey techniques. Develop and maintain periodic status reports on project progress. Maintain subsidiary reports such as personnel staffing and equipment schedules. Perform detailed variance analysis of project cost and schedule performance. Develop defensive and offensive positions relative to project claims and analysis. Advise management of risks affecting project profit, costs, schedules, and client relations. Support Project Management team in maintaining trend and change management processes. Assist project manager in following Company Project Delivery Model (PDM). Apply and monitor company quality assurance guidelines for project document management. Provide technical guidance, mentoring, and career development counseling for junior Project Controls staff. Provide dedicated non-technical project and administrative support to project managers and team members. Assist with quantity tracking and retrieving project data from subcontractors on field assignments. Assist in developing proposals, reviewing RFPs, and fee estimate development. Attend project meetings and assist with deliverable scheduling and coordination. Coordinate with Project Managers to maintain project financials and update Deltek Vantagepoint (VP). Assist Project Managers in setting up sub-consultant agreements. Monitor coordination with sub-consultants on project documentation and deliverables.
