Job Description
• Lead full lifecycle capture efforts targeting HHS and related civilian health agencies.
• Identify, qualify, and pursue new business opportunities aligned with HHS mission goals and modernization priorities.
• Build and maintain trusted relationships with federal executives, program managers, and industry partners.
• Conduct market research, competitor analysis, and pricing strategy to drive data-informed decisions.
• Collaborate with internal delivery, solution, and proposal teams to shape tailored, high-impact solutions.
• Manage capture planning, resource coordination, and strategic reviews to ensure effective execution.
• Support proposal development and writing, ensuring alignment with customer needs and win themes.
• Contribute to various projects and initiatives as assigned, demonstrating adaptability and a collaborative mindset.
• Contribute to team objectives and take on additional responsibilities as needed.
Job Requirements
- Bachelor’s degree in Business, Marketing, Information Technology, or a related field; equivalent experience considered.
- 7+ years of experience in capture management or business development within HHS, CMS, NIH, FDA, or CDC environments.
- Proven track record of winning large-scale federal healthcare IT contracts ($20M+).
- Strong network and established relationships with decision-makers across HHS and its agencies.
- Background in technology or management consulting, including ERP systems, application modernization, cloud, or integration.
- Deep understanding of the federal acquisition lifecycle, IDIQs/GWACs, and competitive bid processes.
- Excellent communication, presentation, and executive engagement skills.
- Strategic mindset with strong analytical, organizational, and writing abilities.
- Proficiency with Salesforce, GovWin, SAM.gov, and Microsoft Office Suite.
