Job Description

Organizational Development / Public Sector HR Transformation Expert
 
Democracy International (DI) is seeking to hire an Organizational Development / Public Sector HR Transformation Expert to support the implementation of Coaching Roadmaps across Armenia, Azerbaijan, Georgia, Moldova, and Ukraine under the GIZ-funded regional governance program of the Eastern Partnership (EaP). The expert will provide technical inputs to support organizational development priorities outlined in the Coaching Roadmaps, including the integration of coaching into civil service HR processes and the implementation of capacity development measures at both country and regional levels.
 
This is a short-term consultancy position aligned with the project’s milestone schedule running from March 2026 - July 2027. This position is contingent on award and funding.
 
Essential Job Duties:
  • Review and validate the Coaching Roadmaps for Armenia, Azerbaijan, Georgia, Moldova, and Ukraine.
  • Support the development of implementation approaches and workplans based on the Roadmaps.
  • Contribute to defining roles, responsibilities, governance structures, and milestones for institutionalizing coaching in civil service systems.
  • Provide inputs on integrating coaching into public sector HR processes and organizational development structures.
  • Contribute to the preparation of implementation support packages for each country.
  • Provide guidance on change management and institutional anchoring processes related to coaching.
  • Support consultations, workshops, and other support activities with national stakeholders as outlined in the Roadmaps.
  • Provide contributions to country-level and regional-level capacity development measures.
  • Support documentation, reporting, and preparation of inputs for project deliverables, including the Inception Report, technical inputs for support packages, and Final Report.
 
Deliverables:
  • Inputs for the Inception Report (including validation of Coaching Roadmaps and institutional considerations).
  • Contributions to the country implementation support packages for Armenia, Azerbaijan, Georgia, Moldova, and Ukraine.
  • Inputs on roles, responsibilities, governance structures, and institutional arrangements for integrating coaching into civil service HR systems.
  • Written inputs for change management and institutional anchoring sections of project documents.
  • Contributions to capacity development measures at country and regional levels.
  • Inputs to the Final Report, including lessons learned and institutional recommendations.
 
Qualifications:
  • A university degree (master’s level).
  • At least 7 years of professional experience in organizational development or public sector HR transformation.
  • At least 5 years of experience in development cooperation (DC) projects.
  • At least 4 years of professional experience in the Eastern Partnership (EaP) region.
  • Language proficiency in English, C1 level.
