Role Description

The Senior Proposal Manager is responsible for overseeing the development and submission of federal government proposals in response to RFPs. This includes managing proposal schedules, ensuring compliance, guiding the proposal team, and leading proposal reviews. The role involves collaborating with business development, capture managers, and subject matter experts to deliver high-quality proposals that align with win strategies. The Proposal Manager also tracks risks, provides daily updates on progress, and ensures all proposal submissions are timely, accurate, and compliant throughout the lifecycle.

  • Manage proposal responses to federal government Requests for Proposals (RFPs), including all aspects of proposal development:
    • Pre-RFP planning activities and supporting capture
    • Kick-off meeting
    • Value proposition conveyance
    • Theme development
    • Schedule management
    • Action/issue tracking
    • Proposal structure
    • Compliance oversight
    • Writing instructions and team guidance
    • Color review team coordination
    • Production oversight
  • Develop/maintain proposal management-related artifacts for each opportunity:
    • Kickoff materials
    • Master compliance matrix
    • Schedule
    • Storyboards and/or annotated outlines
    • Writing instructions and templates
    • Daily stand-up agenda
    • Proposal team contact list
    • Action items
    • Color team review briefings
  • Review/analyze proposal sections for:
    • Consistency and clarity
    • Compliance with solicitation requirements
    • Alignment with proposed solutions and themes
  • Collaborate with business development and operational leadership to obtain adequate resources for high-quality proposal submissions.
  • Manage and direct all proposal efforts, including preparation, revision, and submission; establish and enforce the proposal schedule.
  • Collaborate with the capture manager, subject matter experts, and other writers to refine proposal sections.
  • Assist in the development and refinement of standardized proposal processes and templates.
  • Provide daily updates regarding proposal progress to the team via the daily stand-up.
  • Lead/facilitate discussions during solution strategy sessions.
  • Convene and lead color review teams and prepare color team packages.
  • Remain current on all solicitation modifications and communicate them to the team.
  • Ensure proposal compliance, checking submission for compliance regularly throughout the proposal cycle.

Qualifications

  • Bachelor’s Degree (can be substituted with years of experience)
  • 12 to 15 years of experience supporting, managing, or contributing to Government contracts, proposal development, or related work.
  • Knowledge of the proposal development life cycle; understanding of Shipley or other proposal development processes.
  • Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities.
  • Ability to successfully execute multiple tasks simultaneously.
  • Dynamic interpersonal skills to interact with all levels of management.
  • Excellent work ethic and excellent organizational, written and verbal communication skills.
  • Ability to gain internal support, operate independently with limited supervision, and establish solid working relationships.
  • Self-starter with the ability to manage time independently without direct supervision.
  • Skilled user of Microsoft Word, Excel, PowerPoint; Adobe Pro; SharePoint.
  • Candidates must be US Citizens and be eligible to obtain a security clearance.
  • Ability to work remotely, with travel to Silver Spring, MD and/or Atlanta, GA office 10 percent of time.
  • Multiple years of experience in developing proposals for U.S DoD and other Federal agencies (preferred).

Requirements

  • Basic Compensation: $150,000 - $160,000 yearly salary.
  • The salary range listed reflects what we reasonably expect to pay for this role at the time of posting.
  • The final offer may vary based on skills, experience, geographic location, market conditions, and internal equity.
  • Additional compensation may include performance incentives and program-specific awards.
  • We do not use salary history to determine compensation, in line with applicable law.
