The Lead, Product and Benefit (IFP and Employer) is responsible for driving the design, development, and operationalization of health plan products across Individual and Family Plan (IFP) and employer lines of business. This is a non-technical, cross-functional leadership role that sits at the intersection of product strategy and operational execution. The ideal candidate brings deep knowledge of health plan benefit design and excels at aligning diverse internal and external stakeholders around a shared vision.

  • Lead end-to-end product development and benefit design for IFP and employer-sponsored health plans, from concept through operationalization.
  • Own plan design decisions, ensuring benefit structures are competitive, compliant, and aligned with Harbor Health's payvider model and member-centered approach.
  • Serve as the primary liaison across internal teams — including Operations, Clinical, Network, Actuarial, and Regulatory — to align on product intent and operational structure.
  • Coordinate with external vendors and partners to ensure benefit and product strategies are communicated clearly and executed effectively.
  • Translate complex plan design concepts into clear operational guidance for cross-functional teams.
  • Monitor regulatory and market changes impacting IFP and employer products and proactively adjust product strategies as needed.
  • Support the development of scalable processes and documentation as Harbor Health grows its product portfolio.
  • Partner with Actuarial on pricing inputs and with Regulatory on filing and compliance requirements.

Qualifications

  • Experience in health plan product development or benefit design within an IFP, employer, or managed care environment.
  • Strong understanding of health insurance plan structures, benefit configurations, and regulatory frameworks (e.g., ACA, TDI).
  • Demonstrated ability to lead cross-functional initiatives and align stakeholders across diverse teams.
  • Excellent communication and relationship management skills — able to bridge strategic intent with operational execution.
  • Comfortable working in a fast-paced, startup environment with evolving priorities and structures.

Preferred

  • Experience working within an integrated care or payvider model.
  • Familiarity with Texas Department of Insurance (TDI) requirements and CMS regulations.
  • Prior experience coordinating with actuarial, network, or clinical teams on product design initiatives.
  • Background in operationalizing new health plan products from design through launch.
