Role Description
The Accounting Manager is responsible for overseeing the company’s accounting operations and ensuring accurate financial reporting in accordance with U.S. GAAP and government contracting regulations. This role manages the general ledger, supports the financial close process, and ensures compliance with Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and Defense Contract Audit Agency (DCAA) expectations.
- Manage the company’s overall accounting operations and perform various accounting activities:
- Manage the general ledger, accruals, journal entries and balance sheet reconciliations.
- Ensure financial transactions are recorded accurately and in accordance with U.S. GAAP, FAR Part 31, and CAS requirements.
- Maintain the integrity of the company’s chart of accounts and accounting structure supporting project-based government contracting.
- Review accounting entries related to labor, subcontractor costs, and other project expenses common in cyber and software engineering contracts.
- Manage the monthly, quarterly, and annual close processes, ensuring accurate and timely financial reporting.
- Prepare and review financial statements and management reports.
- Perform variance analysis of operating results and provide insights to finance leadership.
- Support financial reporting for multiple business units and technical program portfolios.
- Ensure and enforce adherence to government contracting compliance requirements and internal controls, including:
- Ensure compliance with FAR cost principles and applicable Cost Accounting Standards (CAS).
- Maintain proper segregation of direct project costs and indirect costs including overhead, G&A and fringe.
- Ensure accurate accounting for labor costs, subcontractor expenses and contract-related costs typical in technology service environments.
- Support preparation of incurred cost submissions (ICS) and respond to DCAA audit requests.
- Maintain documentation supporting cost allowability, allocability and reasonableness.
- Maintain strong internal controls over financial reporting and accounting processes.
- Ensure accounting practices support DCAA accounting system adequacy expectations.
- Assist in developing and maintaining accounting policies and procedures aligned with government contracting requirements.
- Support the implementation of a Sarbanes-Oxley internal control environment.
- Ensure audit and compliance readiness by maintaining accurate financial records, supporting internal control requirements, preparing required documentation and coordinating with auditors to meet federal regulatory and policy standards.
- Collaborate across functional teams to share information, resolve issues, align financial practices with federal requirements and support coordinated decision making across the organization.
- Supervise the day-to-day work activities for an accounting staff including assigning tasks, monitoring performance and ensuring timely and accurate completion of responsibilities.
- Provide coaching, training and professional development opportunities to enhance staff skills and support career growth.
- Foster a collaborative, high-performance work environment through regular feedback and ongoing guidance.
- Support optimization and maintenance of the company’s ERP system (e.g., Deltek Costpoint, Unanet, or similar).
- Identify opportunities to improve accounting processes, reporting capabilities and internal controls.
- Participate in system implementations, upgrades and finance transformation initiatives.
- Perform other duties as appropriate and as assigned.
Qualifications
- Understand OSC Global’s mission, values and strategic focus areas and incorporate knowledge into daily activities.
- Advanced knowledge of GAAP, CAS, and FAR 31 cost accounting principles.
- Advanced knowledge of government clients, programs, and plans; strong understanding of business management systems including but not limited to, budgeting, SBA, 8(a), DCAA, FAR and contract requirements.
- Thorough knowledge of and hands-on working ability with ERP systems to support efficient financial and operational processes.
- Ability to think strategically and operationally and lead organizational change with strong sense of ownership and accountability.
- Ability to identify effective process improvements; set clear objectives and apply accounting best practices.
- Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.
- Excellent written, verbal and technical skills appropriate for regular communication with company and subsidiary management and staff and a wide range for third party professionals.
- Analytical and verbal skills necessary to participate in negotiating and evaluating the implications of the commercial terms of investment transactions and to interpret and discuss legal documents pertaining to new and existing investments.
- Analytical skills required to structure, supervise, analyze, evaluate and perform due diligence work.
- Ability to quickly become familiar with new industry, regulatory, valuation and investment information and apply such information to investment analysis assignments.
- Experience working and motivating in a team-oriented, collaborative environment.
- Strong management and supervisory skills.
- Strong project management skills for large and small projects, utilizing internal and external resources.
- Ability to make decisions, solve problems and exercise excellent judgment.
- Ability to work well under pressure and independently prioritize workload, while working on multiple projects.
- High degree of sensitivity regarding confidential information.
Requirements
- Bachelor’s degree in Finance, Accounting, Economics or related field; Master’s degree in applicable field preferred.
- Seven or more years of progressive accounting experience within a project-based accounting environment and government contracting environment with $100+ million in revenues; public accounting experience as a CPA may substitute for a portion of the government contracting experience.
- Two or more years of supervisory experience.
- Demonstrated working experience with DCAA.
- Ability to pass a background screening.
- Certified Public Accountant preferred.
- Public accounting experience with Big 4 or large national organization preferred.
