Role Description
We are seeking a highly organized and detail-oriented Proposal Analyst to support the preparation, coordination, and submission of federal, state, and local government proposals. This role also includes supporting business capture efforts to identify and qualify new opportunities, contributing to strategic growth initiatives. The Proposal Analyst will work closely with business development, operations, and leadership to analyze solicitation requirements, ensure compliance, and manage proposal development timelines.
Key Responsibilities

Proposal Development & Coordination
- Analyze RFPs, RFQs, RFIs, and Sources Sought notices from government agencies.
- Create and maintain proposal compliance matrices and outlines.
- Coordinate proposal development activities with subject matter experts, operations teams, and leadership.
- Manage proposal schedules and ensure all deadlines are met.

Business Capture Support
- Assist in identifying and tracking new government contracting opportunities.
- Conduct market research and competitive analysis to support bid/no-bid decisions.
- Maintain a database of potential opportunities and assist with capture planning.
- Support the development of strategic relationships with government clients and partners.

Compliance & Quality Control
- Ensure proposals meet government solicitation requirements and formatting standards.
- Review proposal content for accuracy, compliance, and completeness.
- Maintain proposal templates, past performance databases, and reusable content.

Proposal Submission
- Prepare final proposal packages for submission through government portals.
- Ensure all attachments, forms, certifications, and required documentation are included.

Qualifications
- 3–5 years experience in Government Contracting proposal development
- Experience responding to federal RFPs and RFQs
- Strong understanding of FAR and government procurement processes
- Experience with SAM.gov, GovWin, or similar procurement databases
- Strong writing, editing, and document formatting skills
- High attention to detail and ability to manage multiple deadlines

- Excel
- PowerPoint
- Adobe Acrobat
Preferred Qualifications
- Experience in security services, facilities management, or professional services proposals
- Knowledge of GSA schedules and federal IDIQ contracts
- Experience supporting technical and price proposals
- Experience in business capture planning and opportunity identification
