The Vice President of Data Governance is a senior executive leader responsible for developing, implementing, and overseeing the enterprise-wide data governance strategy for a Medicare Advantage health plan. This role ensures that all data assets—clinical, financial, operational, and member—are accurate, secure, compliant, and leveraged effectively to support business operations, quality reporting, regulatory compliance, and member health outcomes. The VP will partner across business, clinical, compliance, and technology teams to establish a culture of accountability and stewardship for data.

Job Responsibilities: 

Lead Enterprise Data Governance Strategy 
Define and execute a comprehensive data governance strategy that aligns with company’s Medicare Advantage goals and CMS regulatory requirements. Act as the executive sponsor for data governance and stewardship initiatives. 

 

Establish Governance Frameworks and Councils 
Create and lead an enterprise data governance council and implement policies, standards, and frameworks for data quality, lineage, and lifecycle management. 

 

Ensure Data Accuracy and Timeliness 
Monitor and improve the accuracy and timeliness of admissions data, encounter data, STARs/HEDIS quality reporting, risk adjustment, provider data, and enrollments data. 

 

Enable Cross-Functional Collaboration and Self-Service Analytics 
Partner with both IT and business teams to improve metadata and master data management. Promote self-service analytics and ensure access to trusted, well-documented data. 

 

Build and Lead High-Performing Teams 
Recruit, develop, and manage a team of data governance professionals and data stewards. Foster a culture of data ownership and accountability across all functional areas to improve decision making and operational effectiveness. 

 

Provide Thought Leadership in Healthcare Data Trends 
Stay ahead of emerging trends in healthcare data and CMS policy changes. Influence enterprise strategy through expert insights and innovation. 

 

Supervisory Responsibilities:   

Oversee assigned staff Responsibilities include:  

  • recruiting, selecting, orienting, and training employees 

  • assigning workload, planning, monitoring, and appraising job results 

  • coaching, counseling, and disciplining employees 

 

Job Requirements: 

Experience: 

Required: 

  • 10+ years of progressive experience in data governance, data management, or information governance, with at least 5 years in a senior leadership role. 

 

Preferred:  

  • Knowledge of Medicare Advantage regulations, CMS reporting (encounter data, RADV, HEDIS, STAR ratings, interoperability), and health plan operations a plus 

 

Education: 

Required:  

  • Bachelor’s degree required 

 

Preferred: 

  • Master’s degree in Data Management, Information Systems, or related field preferred.

Pay Range: $227,952.00 - $341,928.00

Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
