Role Description

Aptive is seeking a creative and experienced Solutions Architect to support the development of health-focused proposals targeting the Department of Veterans Affairs (VA) and the Department of Health and Human Services (HHS). As a key member of our growth team, the Solutions Architect brings knowledge of the public healthcare sector, experience with the operations and policy activities of Federal health agencies, and the ability to apply critical thinking across the opportunity lifecycle.

  • Own end-to-end solutioning for assigned opportunities, from pre-solicitation research and capture phases through solution design, proposal development, and pricing support.
  • Independently develop technical approaches, operating models, staffing, and complete CONOPs that translate solicitation and customer mission requirements into realistic, compliant, and differentiated solutions.
  • Work closely with business development leads, proposal specialists, delivery teams, and teaming partners to develop solutions ensuring they are clearly reflected in the final submission.
  • Master AI tools and apply them to strategic analysis and content development.
  • Encourage applications from candidates with diverse backgrounds in large-scale healthcare, Federal solutioning, and proposals.

Qualifications

  • Demonstrated experience leading solution architecture for Federal captures and proposals, including technical approaches, operating models, and staffing/oversight models.
  • Bachelor's Degree in public health or related discipline.
  • Minimum of five (5) years of demonstrated ability to author technical sections in proposals; expected to have experience leading/supporting over 25 proposals.
  • Minimum of eight (8) years of professional experience in health-related projects and Federal Government contracting.
  • Demonstrated experience in one or more health functional areas, complemented by significant involvement in competitive Federal proposals.
  • Experience and understanding of project management methodologies (e.g., PMBOK, Agile).
  • Ability to work remotely with minimal guidance.

Requirements

  • Direct experience implementing solutions, initiatives, and policies in large Federal health systems.
  • Experience developing CONOPs and operational workflows for Federal health programs (VA/HHS preferred).
  • Energy, drive, enthusiasm, and initiative; a position for self-starters who are highly action-oriented.
  • Experience using generative AI tools, such as ChatGPT and Claude to conduct research, analyze data, ideate solutions, and write long-form technical content.
  • Knowledge of the VA/HHS vendor marketplace and ability to successfully identify and engage teaming partners that contribute to successful capture and project execution.
  • Successful execution of each phase of the proposal development process, from opportunity identification to closing.
  • Experience with the FAR, the Shipley lifecycle, proposal reviews, full-and-open competitive evaluations.
